There are in fact several very good, reputable services out there that will let you lookup millions of different numbers for a pretty low cost. Sites like Reverse Detective (the main one) and 411 only cost about $25 to do an unlimited of searches, which is a pretty good deal if you ask me. You may find yourself looking up all kinds of different numbers over the space of several months.
